You must be at least 16 to sit the learner permit test. Bring your ID and fee; the test is available in multiple languages.

Pass the eyesight and knowledge tests
Pass an eyesight test, then the 32-question knowledge test. When you pass, you get your learner permit and enter the Graduated Licensing System (learner → P1 → P2 → full).
