The Intent of the Regulations
Why the hazardous materials regulations exist — to contain the material, communicate the risk, and ensure safe drivers and equipment — plus who does what (shipper, carrier, driver) and the HazMat (H) endorsement requirements including the TSA Security Threat Assessment.
Communication Rules
How hazards are communicated: the nine hazard classes and divisions, recognizing hazardous materials, the shipping paper and proper item description, the shipper's certification, package markings and labels, and the hazardous waste manifest.
Placarding
When hazardous materials placards are required and which to use: Table 1 materials (placarded in any amount) vs Table 2 materials (1,001 lb or more), the diamond placard shape, and placing placards on all four sides of the vehicle.
Loading and Unloading
Safe loading and unloading of hazardous materials: general loading rules, securement, no-smoking and no-flame requirements, and segregation — keeping incompatible materials apart per the Segregation Table (for example, poisons away from foodstuffs).
Bulk Packaging Marking, Loading and Unloading
Bulk packaging and cargo tanks: required tank markings, attending the vehicle during loading and unloading, grounding and handling flammable liquids, and loading compressed gas safely.
Driving and Parking Rules
Driving and parking with hazardous materials: attending the vehicle, the explosives and poison-inhalation-hazard parking distances (5 ft, 300 ft), railroad-crossing stops, tunnel and route restrictions, no-smoking distances, and tire checks.
Emergencies
Responding to hazardous materials emergencies: using the Emergency Response Guidebook (ERG), handling fires, leaks and spills, calling CHEMTREC, and the required incident notification (when to notify the National Response Center).
